"The former Lobell Refinery ... is located near downtown Casper... bordered by Center Street on the west, Wolcott Street on the east, Collins Drive on the south and the former Northwestern Railroad tracks (currently a pathway) on the north .... [the investigation has identified] a new objective... to determine the source and mechanism of the seeps in Wolcott and along its sidewalk ... The seeps in Wolcott are a potential threat to human health. The test results demonstrate that the substance oozing out of the seeps is extremely corrosive and could potentially cause damage to people who came into contact with [it]... The former refinery activities are likely responsible for the areas of shallow soil contamination at the site ... [but] there is not currently enough information to determine the exact source of the seeps. This work has produced better understanding of the PCE plume at the site ... This model shows that the PCE and TCE vapor concentrations in a fairly substantial area are above WDEQ soil vapor standards for commercial areas.
